Refund policy
Clear rules for withdrawals, deferments and refunds, in RM, including how HRD Corp funded enrolments are handled.

This policy is a working draft prepared for review by legal counsel before launch. Thresholds and fee values below are proposed and subject to confirmation.
1. What this policy covers
This policy applies to fees paid to MSDI for programmes, professional certifications, qualifications and RPEL assessment. It works together with the terms of service. All refunds are calculated and paid in Ringgit Malaysia (RM) to the original payment method.
2. Two definitions
- Commencement: the first scheduled session of your intake, as shown on the programme page and your confirmation email.
- Delivered portion: the share of scheduled sessions or modules that have taken place, whether or not you attended them.
3. Cooling-off: full refund
Cancel within 7 calendar days of payment and before commencement and you receive a full refund, no questions asked and no deductions.
4. Withdrawing before commencement
If you withdraw after the cooling-off period but before your intake starts:
- More than 7 calendar days before commencement: full refund less an administration charge of 10% of fees paid, capped at RM300.
- 7 calendar days or fewer before commencement: refund of 50% of fees paid.
In both cases you may choose a free transfer to a later intake instead, which usually beats a deduction.
5. Withdrawing after commencement
- Up to 25% of the programme delivered: refund pro-rated against the delivered portion, less the administration charge above.
- More than 25% of the programme delivered: no refund. You may request a deferment to finish with a later cohort instead.
Missing sessions does not reduce the delivered portion; refunds are measured against the schedule, not attendance.
6. Deferment and substitution
You may request one free deferment to a later intake of the same programme before 25% of the programme is delivered, subject to seat availability within 12 months. For corporate bookings, an employer may substitute one participant for another at no charge before commencement.
7. HRD Corp funded enrolments
Where fees are claimed against an employer levy, refunds follow HRD Corp grant rules. Any amount refundable is settled with the employer or with HRD Corp, never with the individual learner. If a grant is rejected or withdrawn after training has been delivered, the employer remains responsible for the fees under the terms of service. We help sponsors restructure or reschedule before cancelling, because a moved claim usually beats a lost one.
8. If MSDI cancels or reschedules
If we cancel an intake, you choose between a full refund, including any administration charge, and a free transfer to the next available intake. If we make a material change to schedule or delivery format before commencement and the new arrangement does not work for you, the same choice applies.
9. What is not refundable
- RPEL and APEL assessment fees once assessment of your portfolio has begun.
- Credential reprint or reissue fees.
- Charges stated as non-refundable on the programme page at the time of enrolment.
10. How to request a refund
Send a written request through the contact page with your name, programme, intake and reason. We acknowledge within 2 working days, decide within 5, and pay approved refunds within 14 working days to the original payment method. The day we receive your written request fixes the timeline used to calculate your refund.
