Demand for competent safety practitioners in Malaysia keeps climbing. The Occupational Safety and Health (Amendment) Act 2022 expanded employer duties, and high-risk sectors from construction to manufacturing must appoint registered Safety and Health Officers (SHO). Here is what the pathway actually looks like.
The legal foundation
Under OSHA 1994 and its regulations, designated classes of workplaces must employ a registered SHO. Registration sits with the Department of Occupational Safety and Health (DOSH), and candidates must hold an approved qualification and pass the required competency assessment before they can register.
Qualification routes
There are three common routes into the profession:
- A recognised diploma or degree in occupational safety and health, the most direct route for school leavers and career switchers.
- Completion of an approved SHO competency programme plus the DOSH examination, common among experienced workers moving up from supervisory roles.
- Experience-based recognition, where substantial OSH work experience supports entry into formal study through APEL.
A diploma at MQF Level 4, such as MSDI's Diploma in Occupational Safety and Health, builds the legislative knowledge, HIRARC skills and management-system grounding that both the examination and the day-to-day job demand.
What the work pays and where it leads
Entry-level safety executives typically start around RM 2,800 to RM 3,500 per month, with registered SHOs in oil and gas, construction megaprojects and multinational manufacturing commanding RM 5,000 to RM 9,000 and above. Career progression runs from site safety officer through HSE manager to corporate HSE director roles.
